Ek auto-rickshaw driver Assam se, Dinendra Kemprai, tab hairan reh gaya jab use pata chala ki uspar traffic police ne Rs 1,000 ka fine laga diya tha helmet na pehne ke liye.

Assam ke Dinendra Kemprai,

jo Haflong ke resident hai, Dima Hasao district ke hill area mein rehte hai, unpar “riding without helmets by both driver and pillion” ke charge mein section 194 D ke tehat case banaya gaya tha.

Usse is e-challan ka pata hi nahi chala jo 29 July last year ko issue hua tha, jab tak wo apni pollution under control (PUC) certificate renew karwane ek pollution testing centre gaya.

“15 August tak mujhe PUC renew karwana tha, to main pollution testing centre gaya. Wahan ek attendant ne bataya ki mere against Rs 1,000 ka challan pending hai helmet na pehne ke liye. Usne kaha pehle mujhe yeh clear karna hoga,” Kemprai ne TNIE ko bataya.

Usne motor vehicle inspector ke office mein jaake, traffic police se sampark kiya.

“Jab main traffic police office gaya, to mujhe bataya gaya ki fine actually Rs 2,000 hai, aur galti se Rs 1,000 mention kiya gaya tha. Mera offence yeh tha ki maine permissible limit se zyada passengers ko carry kiya,” Kemprai ne kaha.

Usne pehle legal action lene ka socha tha, lekin phir plan drop kar diya.

“Main gareeb hoon aur legal battle afford nahi kar sakta. Maine ab tak fine nahi diya hai, lekin mujhe dena padega,” usne kaha.

Traffic police ne is incident ko “human error” bataya.

“Ek ASI (assistant sub-inspector) ne online fine lagaya tha. Touchscreen par section 179 (1) of the MV Act (disobedience of the order of authorities) press karne ke bajaye, galti se section 194 D press ho gaya. Yeh galti se hua. Yeh ek human error tha,” sub-inspector Pranab Borpatro ne kaha.
